Paul Ndebele is an Assistant Visiting Professor, working on the NIH Fogarty-funded international bioethics training program administered jointly by Michigan State University and University of Malawi’s College of Medicine. Paul’s responsibilities in the Program include developing and teaching courses in research ethics and bioethics, conducting bi-weekly seminars on various topics in international research ethics, supervising Fogarty Bioethics Fellows, assisting with the management and training of ethics committees in Malawi, conducting research on various topics in the area of international research ethics and bioethics, implementing quality assurance procedures for ethics committees, training of researchers, ethics committee members, medical students, and research teams in research ethics and providing support for the Program and for other ethics committees in matters related to research ethics. Paul is also the Deputy Director of the Centre for Bioethics in Southern Africa (CEBESA) within the Community Health Department, College of Medicine, University of Malawi.
Paul holds a Master of Science degree in Demography and is currently a Fogarty
Bioethics Fellow in the SARETI Program at University of Kwa Zulu Natal where
he is undertaking further studies in research ethics. Paul also holds an Advanced
Certificate in Research Ethics awarded jointly by University of Pretoria and
University of Kwa Zulu Natal.
Paul has several years' experience in the area of bioethics and he was one
of the first three fellows in the Fogarty Bioethics Program at Johns Hopkins
University (Maryland) in 2001.
Prior to his appointment at MSU, Paul served on the Medical Research Council of Zimbabwe (MRCZ) from 1999 – 2005, where he was involved in implementing and coordinating research oversight programs including the training of researchers and ethics committee members. During this time, Paul also served as a member of various ethics committees in Zimbabwe. He is currently serving on the editorial boards of 4 journals throughout the world. He is also serving as a part-time Lecturer at Africa University in Zimbabwe for the Ethics in Health Care and Research module and the Health Legislation Module in the Master of Public Health Programme. Paul has a keen interest in research oversight programs as well as in the running of International Review Boards.
Research Interests:
Paul’s current research interests include the following:
- Dealing with the problem of false confidence (therapeutic misconception)
among HIV vaccine and microbicide trial participants. He is currently working
on a study which intends to tests various strategies aimed at improving
informed consent as well as reducing false confidence among microbicide
and HIV vaccine trial participants.
- Effective strategies for the continual monitoring of clinical trials.
- Community outreach activities – sensitizing community members on
the differences between research and routine health care.
- The roles of community advisory boards in ensuring the protection of the
rights and welfare of research participants.
- Challenges in the use of incentives in internationally sponsored research.
